Duterte wants police checkpoints nationwide dismantled

President Rodrigo Duterte on Saturday ordered the dismantling of police checkpoints nationwide.

"Except really if it is necessary, only if it's necessary, only if there is specific reason to do it, I am ordering all checkpoints dismantled," Duterte said in his speech in Cotabato City.

The President mentioned that security checkpoints of the Philippine Army, the Moro Islamic Liberation Front, Moro National Liberation Front, and the Philippine National Police are causing travel delays in Mindanao.

He said checkpoints should only be put up if there is an information that a high-value target or suspect will cross a certain road.

"Ngayon kung may suspect ka ganun tapos alam mo dadaan, there is a probability or A1 information pero kung mag-ano lang kayo ng checkpoint diyan... Kung anu-ano lang, baka meron baka wala, 'wag yan and that’s for the entire country,”
he said.

The President said that checkpoints are unnecessary if there is no particular purpose for setting it up.

"Kung walang purpose 'wag ka na lang mag-checkpoint, pampagulo lang ng buhay ng Pilipino 'yan," he added.

Philippine National Police (PNP) chief Director General Ronald dela Rosa ordered checkpoints nationwide to secure vital installations following the Davao night market bombing in Davao City last month.

The police checkpoints were beefed up by members of the military.

Sought for comment on Duterte's declaration, PNP spokesperson Senior Superintendent Dionardo Carlos said that "clarification must come from the PCO (Presidential Communications Office).

Presidential Spokesperson Ernesto Abella, however, said he will still have to seek clarification on Duterte's new announcement.

"I will clarify," Abella told GMA News Online over the phone.

For its part, the Armed Forces of the Philippines (AFP) clarified that checkpoints are part of the police's law enforcement functions.

"Law enforcement ang pagtatalaga ng checkpoint. It is best taken up with the PNP," AFP spokesman Col. Restituto Padilla said in a text message. —ALG, GMA News
